SUMMARY STATEMENT
Plans, directs and coordinates activities of an engineering department to design, integrate, analyze, manufacture, test and certify aircraft components, products, and systems; develops and maintains cost effective production methods, tooling, standards and procedures for company products and processes; supports or initiates continuous process improvement programs and reporting. Develops and provides leadership to institutionalize the processes of Continuous Quality Improvement in accordance with organizational goals and objectives.

ESSENTIAL FUNCTIONS AND KEY RESPONSIBILITIES
Manages and develops plans, schedules and engineering methods for existing product lines, development of new products and/or projects. Establishes operating policies and procedures, interprets, executes and recommends modifications to technical and administrative organizational policies.
Develops or directs the development of initial design concepts to support new product development and customer needs. Directs department activities in designing new products, modifying existing designs, improving production techniques and developing test procedures to ensure newly developed product tooling, processes and materials can be adapted to production environment; design and installation of new equipment or equipment upgrades.
Analyzes technology trends, human resource needs, and market demand to plan projects. Transfer new technology concepts into new product innovations and existing product line modifications. Resolves or directs the resolution of engineering design or product operational problems.
Coordinates with Manufacturing, Marketing, Contracts and Quality Assurance and other groups to ensure required engineering documentation is established and maintained for each project.
Confers with management, production, and marketing staff to determine engineering feasibility, cost effectiveness and customer demand for new and/or existing products.
Creates and maintains budget and schedule tracking metrics and reports progress to Engineering management. Supervises and evaluates the performance of engineering staff. Forecasts department operating costs and directs preparation of budget requests.
Provides guidance to teams on development, performance and productivity issues.

ANCILLARY FUNCTIONS AND RESPONSIBILITIES
Performs other duties as required. These duties may include assignments in job classifications other than the primary assignment.

JOB QUALIFICATIONS
FORMAL EDUCATION, TRAINING, PROFESSIONAL CERTIFICATION AND WORK EXPERIENCE
Experience may be substituted for the formal education and training requirements in this section at the discretion of management.
Bachelor Degree (BS) in Mechanical Engineering or other appropriate engineering discipline is required, and ten (10) to fifteen (15) more years related experience and/or training, or equivalent combination of education and experience. Three (3) years in a leadership position must be included in the experience requirement. A Master’s level degree (MA or MS) in engineering or business is preferred.
Number of Stakeholders Directly and Indirectly Supervised: Manages from five (5) to twenty (20) salaried professional Stakeholders

COMMUNICATION AND SPECIAL SKILLS
Communicate effectively using electronic media and in written and verbal forms.
Make telephone and direct personal contact with internal and external personnel and make formal presentations to small or large groups.

Competent in the use of standard software applications such as Microsoft Word and Excel.

The following training requirements and competencies must be met before acceding to this job.
Safety training applicable to the work area and job performed.
Complete the required Client University training for Managers, Directors, General Managers and Executives.
Comply with the Client Group Leadership Competencies for Managers, Directors, General Managers or Executives as applicable.
Must be able to effectively plan, evaluate, organize, integrate, and coach.
Ability and willingness to assist and transfer technical knowledge to less experienced Stakeholders.

PHYSICAL REQUIREMENTS
The physical demands described here are representative of those that must be met by a Stakeholder to successfully perform the essential functions of this job. While performing the duties of this job, the Stakeholder is regularly required to sit and talk and hear. The
Stakeholder frequently is required to use hands to finger, handle or feel and reach with hands and arms. The Stakeholder is occasionally required to stand and walk. The Stakeholder must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, color vision, depth perception and ability to adjust focus. Must be able to travel between facilities and operate standard office equipment. Work in excess of eight (8) hours per day and five (5) days per week as required. Must be able to ascend and descend stairs.

While performing the duties of this job the Stakeholder must be able to tolerate exposure to dust, fumes, noise, temperature and other elements in the shop area, if required. The noise level in the work environment is usually moderate.
